Facilities management in construction is the discipline of preparing a building's systems and documentation so it can be operated and maintained efficiently once the head contractor hands it over.
Decisions made well before handover, such as where a plant is installed or how a system is documented as it's built, determine how easily the building can be run once the contractor leaves site, and those decisions are precisely what good facilities management is about.
In this article, we explain what facilities management (FM) means in a construction context, how it differs from standalone FM, what belongs in a proper handover, and how project teams can manage the risks that most commonly affect asset performance after completion.

What is facilities management in construction?
Facilities management in construction is the set of practices that ensure a building's systems and documentation support efficient operation once the head contractor hands the project over.
It differs from standalone facilities management, which operates a completed asset over its life. Facilities management in construction is focused on the handover itself, as that’s the point where responsibility and knowledge pass from builder to client or FM team.
Responsibility sits primarily with the head contractor and contract administrator managing practical completion, with input required from subcontractors, designers, and the incoming facilities team.
During this handover, the core deliverables that this team is responsible for are the:
- Operations and maintenance manual
- Asset register
- Commissioning records
- Warranties
- Compliance certificates
Why facilities management matters during construction delivery
For the head contractor, facilities management is both a compliance function and a client relationship practice. Essential safety measure records and system compliance certificates are part of the handover package, and missing documentation here puts both the outgoing contractor and the incoming FM team at regulatory and safety risk.
But it's also about the value the contractor delivers to the client.
The facilities team inherits a building they had no say in designing, and they're the ones who have to run it and troubleshoot it when something doesn't work.
That's why the handover, and, in particular, the operating manual, are so important. A building handed over without a usable manual leaves the facilities team working system by system to figure out how everything runs (usually once it isn’t), which pushes up early operating costs and delays the point where the building runs properly.
A poor handover and lack of helpful documentation ultimately shape the client's view of the contractor going into the next tender.
The facilities handover package and what belongs in it
The handover package is produced across the entire project, drawing on records from each trade as they finish their work, while the people who did that work are still available to explain it.
Operations and maintenance manual
The operations and maintenance manual brings together:
- Equipment schedules
- Maintenance instructions
- Commissioning data
- System-specific operating procedures
Every trade contributes to it, which is why it needs to be compiled as their work is completed.
It's generally a good idea to organise the manual by system or building zone so the facilities team can find what they need quickly, rather than searching through a single undifferentiated document.
The manual should also include manufacturer-recommended service intervals for major plant, so the facilities team has a starting maintenance schedule.
Asset register
The asset register is a structured record of installed plant and equipment, including make, model, serial number, location, and installation date. It links each asset to its service history and warranty status, so the facilities team can see at a glance what's covered and what isn't.
A complete register sets up a maintenance regime from day one. It also becomes the reference point for future capital works planning, since it shows the facilities team when major plant is approaching the end of its service life.
As-built drawings and warranties
As-built drawings are the final construction drawings showing what was actually built, including any changes made on site that differ from the original design. Warranty documentation covers manufacturer and contractor terms, their expiry dates, and any conditions attached to keeping them valid, such as required service intervals.
Accurate as-builts matter beyond the initial handover, as they are the reference point for every future fitout, repair, or refurbishment on the building. Warranty documentation should be organised so the facilities team can identify quickly whether an issue is covered before commissioning a repair.
Compliance certificates
Compliance certificates cover essential safety measure reports, fire system certification, and other regulatory sign-offs required before the building can be occupied. These documents are what the facilities team relies on to demonstrate ongoing compliance during audits and inspections after handover.
Certificates should be handed over with their renewal or re-certification dates clearly noted, so the facilities team knows what's due and when. Missing or incomplete certification can delay occupation, or create liability if a compliance issue is identified later and can't be traced back to a valid sign-off.
Training and system handover briefings
Training and system handover briefings are walkthroughs where the people who built and commissioned the systems explain how they work to the people who will run them. They should cover not just how to operate equipment day to day, but what to do when something goes wrong and who to contact about it.
These briefings work best with the actual facilities staff who'll be using the building, not just a representative or a one-off session with whoever happens to be available.
Where possible, they should happen before practical completion, so the trades and commissioning teams who built the systems are still on hand while the facilities team is asking questions about them.
Common facilities management failure points and how to manage them
The four issues below are the ones that most commonly leave a contractor exposed at practical completion, or during the defects liability period that follows. Each one has roots earlier in the project than the point where it's usually caught, which means the fix for each is a control put in place well before closeout.
Fragmented subcontractor accountability
Each subcontractor is only responsible for its own commissioning data, so no one owns the finished manual until someone pulls it all together.
That assembly job usually falls to the contract administrator or project manager, and is often discovered as a shortfall only once practical completion is already close. Missing sign-off from even one trade can hold up the entire manual, since a partial submission isn't much more useful to the facilities team than no submission at all.
The fix sits in the subcontract.
Make manual and commissioning data a named deliverable with its own scope and sign-off. Then, tie it to payment by withholding retention, or a portion of the final claim, until the documentation is submitted and reviewed. That's the only lever that reliably gets a subcontractor's attention once they've moved on to the next job.
Late and incomplete documentation
Manuals and registers often turn up after subcontractors have demobilised, which makes missing records hard and expensive to chase down. A subcontractor who has moved on to the next job has little incentive to prioritise a document request from a project they've already finished, and shortfalls found late tend to stay that way.
Request documentation progressively through the project, so subcontractors can comply while they're still contactable and engaged.
It's also a good idea to assign someone on the project team to own the manual from an early stage, collecting and organising records as each system is completed and commissioned.
Design decisions made without facilities input
Sequencing and access choices made purely for construction efficiency can leave a building harder to maintain, and no one flags the tradeoff during design because no one on the design team is thinking about day-to-day servicing.
A plant room positioned for easy installation during the build, for instance, isn't necessarily positioned for easy access during a service call years later.
These decisions are effectively permanent once construction is complete, and retrofitting access or relocating equipment after occupation is far more expensive than designing it in from the start.
Where a facilities manager or FM consultant is available, involve them during design development, even in a limited capacity. A single review of plant placement and service access is usually enough to flag the biggest issues while they're still cheap to fix.
Defects liability period disputes
Without a complete and accurate handover manual, there's no shared reference for what counts as a defect versus normal wear and tear. That ambiguity favours whoever argues more persistently rather than whoever is necessarily right, which is a bad position for a contractor to be in. Contractors with weak handover documentation can find themselves struggling to prove a defect was pre-existing or fell outside their responsibility.
A properly documented manual gives both sides the same baseline, so disputes that arise during the defects liability period can be resolved by checking the record instead of relying on memory or assumption.
This is one of the strongest arguments for treating the manual as a serious deliverable, since the cost of doing it well is small compared to the cost of losing a defects argument.
Facilities management in construction is a delivery discipline, not a closeout task
A strong handover reflects decisions made throughout the project, from how subcontracts are structured to how design decisions are tested against maintainability.
Contractors who treat facilities management as a discipline running alongside construction are the ones who finish projects cleanly, protect themselves through the defects liability period, and win the next job from the same client.
